CrossDOS should work on 1.3, it was available as a commercial product
long before it was bundled with WB2. It may be that later versions
require later WB revisions.
There are alternatives on Aminet, such as MessyDOS, which I used many
years ago, and fat95. The latter works with with 3.9 but I've no idea if
it's compatible with older versions of the OS.
